This discussion paper brings together the papers delivered at the annual seminar held by the Association of Directors of Social Services and Policy Studies Institute in July 1991, supported by the Joseph Rowntree Foundation.
The book examines the progress which has been made on implementing the purchaser/provider split in social services departments and discusses whether the split is here to stay or is just a passing fashion. Contracting and agreements between social services departments and the voluntary sector are clearly of crucial significance in the new culture. But above all, monitoring of standards and ensuring quality from all providers of services are the key factors in securing a high level of service to the community.
