Direct Routes to Independence is a guide to local authority implementation of direct payments, from a partnership perspective. It offers detailed practical information on how to implement and manage such schemes in ways which are both effective for local authorities and enabling for users. Information and advice contained in the guide was developed through a process of detailed consultation in a number of local authority areas with people who already use or provide a payments scheme.

The guide covers all aspects of running a direct payments scheme, from the initial planning stage through to monitoring and review. It is intended to supplement and complement existing research, particularly the guidance produced by the Department of Health and CIPFA, and has been developed with the cooperation of the Department of Health, Association of Directors of Social Services, and the Local Government Association.

This guide is intended for local authorities which are implementing the Community Care (Direct Payments) Act by introducing or developing a direct payments scheme. It is aimed both at those who plan and commission services and those who deliver them. The guide will also be useful to organisations providing a support service for direct payments users, as well as to councillors and others with an interest in community care or independent living.
