Household Budgets and Housing Costs

Elaine Kempson

This report analyses the factors that seem to influence housing choice. It explores: the characteristics of households in different forms of tenure, looking particularly at those who have bought through Right to Buy or shared ownership schemes and people who have sold their home and moved into the rented sector; the relationship between household incomes, housing expenditure and tenure choices, concluding with an analysis of the factors influencing rent and mortgage arrears; the characteristics and circumstances of households which seem to influence tenure preference, looking at the reasons that people give for both their housing preferences and their actual housing choice; and an overview of regional variations.
