Rents and Work Incentives

Elaine Kempson, Michael White and John Forth

Demographic and labour market changes, coupled with rising rents and their interaction with the tax and benefit system, have given rise to concerns about tenants' work incentives. This report was designed to provide an improved understanding of the factors that influence the labour supply decisions of tenants and the role that changes in rent levels may play within these. Further research is planned to test the effects of rent changes empirically.

Rents and Work Incentives will be valuable reading for anyone interested in how work incentives are affected by the tax and benefit system, and especially for those who are concerned with setting rent levels in either the public or private sector.
