The question of how far it is possible to satisfy need when resources are finite is a central issue in health and social care provision. A system of rationing has always been applied to the provision of social services, but much of this rationing has been implicit. However, there is a growing recognition that rationing of both health and social care is not only becoming more explicit, but also that guidelines may be needed to determine its level and type.
