Why Didn't they Claim ?
A re-interview study of eligible non-claimants of Family Credit

A nationally representative survey in 1991 of 2,200 low-income families found that 64 per cent of families eligible for FC were receiving it. In 1993, new interviews were carried out with eligible non-claimant couples from the 1991 survey as the basis of this report, to discover more about families' reasons for non-take up of FC. Reasons where sought both in what the families said about their position, in 1991 and later, and in their account of their experiences and choices made during the months separating the interviews.
