Background, summary and aims

The Department for Work and Pensions have commissioned PSI to explore the feasibility of estimating the take-up rate of Disability Living Allowance (DLA) and Attendance Allowance (AA). The feasibility study (Kasparova, Marsh and Wilkinson, 2007) suggested a multi-stage approach to estimation and this project focuses on the coding of DLA claims submitted by adults living in private households. It also begins the development of the complementary study, its focus being on non-claimants: who they are and why they do not claim. The output of research consists of the proposals on how to select a representative sample of the potentially eligible population into a survey and how to obtain information on the needs and other characteristics relevant to the eligibility for DLA Adult.
