Background, Scope and Aims
The Department for Work and Pensions has commissioned PSI to provide pre-tender advice in the form of a research design paper setting out options for the evaluation of the Progression to Work Pathfinders. The centre-piece of the study will be a series of options for a rigorous impact evaluation. The study will also address some of the key issues that will need to be considered in designing other elements of an evaluation, namely a process study, cost study and cost-benefit analysis.
Desk-based feasibility study to look at various approaches to measuring the impacts of the Progression to Work Pathfinders. The approaches will include: random assignment of individuals, cluster random assignment of jobcentre offices as well as quasi-experimental designs.

A contribution to the development of rigorous approaches to the evaluation of an important reform to the benefits system.
