Targeting Those Most in Need: Winners and Losers: Winners and Losers (The 1994 Conference)


Recent policy developments have encouraged the targeting of services on those most in need. In terms of sharing out limited resources, this may appear to be the fairest way of distributing the welfare cake. But there are strong arguments which suggest that if social care services concentrate only or mainly on those most in need, there is a danger that preventative services may become marginalised, thus building up for trouble later.
