Randomizing Groups to Measure
the Effects of Social Programs

Abstract
This talk will consider the use of randomized intact groups to measure the causal effects or “impacts” of social programs. Although this approach has been around for a long time, only recently has it begun to be used widely (at least in the U.S.). With this in mind, the talk will examine:
1. the main reasons for using the approach
(why to use it)
2. the conditions under which it should be used
(when and where to use it),
3. how its statistical properties differ from those of individual randomization, and
4. several issues that arise when applying the approach.
All topics discussed will be illustrated by specific examples.
