Offshore Casino Licensing Explained

How offshore gambling licences actually work, which authorities matter, and what each one does and doesn't guarantee for non GamStop casino players.

"Offshore" simply means a casino not on GamStop is licensed by an authority other than the UK Gambling Commission. It doesn't mean unregulated — it means regulated by someone else, under different rules, with a different level of enforcement behind them. This page breaks down what each major licensing authority actually requires, since that requirement level is the single biggest factor in whether a non GamStop casino is worth trusting.

Malta Gaming Authority (MGA)

MGA is generally considered the strongest licensing body serving non GamStop casinos. Requirements include segregated player funds, a formal complaints procedure, and regular compliance audits. MGA maintains a public licence register, which means you can verify any casino's MGA licence number independently rather than relying on the casino's own claim.

Gibraltar

Gibraltar licenses a smaller number of operators than MGA or Curaçao, generally with a longer average track record and comparable regulatory requirements to Malta. Gibraltar-licensed non GamStop casinos are usually among the more established names in the market.

Curaçao

Curaçao previously operated a "master licence" system where a small number of master holders sublicensed to a very large number of operators, with inconsistent oversight. The jurisdiction has since moved to individual accountable licences, which raised the baseline requirement, though practical enforcement still varies considerably between individual Curaçao-licensed casinos.

Anjouan, Kahnawake, and Smaller Authorities

These jurisdictions license a portion of the non GamStop casino and betting site market with comparatively little public enforcement information available. A licence from one of these bodies isn't proof of a problem, but it does mean there's very little independent regulatory backstop if something goes wrong — the casino's own conduct and reputation carry far more weight than they would under MGA or Gibraltar.

Checking a Licence Yourself

Never take a casino's licensing claim at face value. MGA and Curaçao both publish searchable public registers — look up the licence number displayed on the casino's site directly on the regulator's own register, not through a link the casino provides. If the number doesn't match, or doesn't appear at all, treat that as a serious warning sign regardless of how the rest of the site presents itself.

Why This Matters More Than Anything Else

Two non GamStop casinos can look almost identical — same games, similar design, comparable sign-up offers — while carrying completely different levels of real player protection depending on licensing alone. It's the one factor in our scoring methodology that no amount of good marketing, fast support, or a generous bonus can outweigh.
